Explanation

Unlike は which marks the old topic, が is used to mark new information (subject), or is used specifically with adjectives indicating like/dislike, skillful/unskillful, exist/not exist.

Examples

Ame ga futte imasu.
It's raining. (new fact)
私は猫がε₯½γγ§γ™γ€‚
Watashi wa neko ga suki desu.
I (topic) like cats (specific subject).
